
Australia’s defence debate increasingly discusses what we should build in northern Australia. The more important question is whether what already exists can survive disruption long enough to matter.
Over the past decade, governments have invested heavily in northern force posture, military infrastructure, alliance integration and logistics networks. The 2026 National Defence Strategy places northern Australia at the centre of Australia’s strategy of denial. It assumes the north will generate, sustain and project military power if deterrence fails. But strategic ambition has outrun practical assessment. Governments can measure projects completed, dollars spent and infrastructure delivered. What they struggle to measure is whether the broader system can absorb disruption, sustain operations and recover from failure during a crisis. Current approaches measure activity more effectively than readiness.
That gap sits at the centre of ASPI’s new report, Primed for Pressure: A Preparedness, Resilience and Redundancy Scorecard. The report argues that Australia lacks a practical framework for assessing northern defence as an interconnected operational ecosystem rather than a collection of individual investments and capabilities.
Northern defence does not fail one project at a time. It fails through cascading pressure across interconnected systems. Fuel disruption constrains logistics. Logistics degradation slows sustainment. Workforce shortages delay recovery. Digital disruption weakens coordination and decision-making. What beings as a localised disruption can quickly become a system-wide operational problem. A runway without fuel is a carpark. A port without a maintenance workforce is a jetty. Operational effectiveness emerges from the interaction of systems, not from the performance of individual assets in isolation.
Current assessment approaches can tell us what has been built. They cannot reliably tell us whether the system will continue to function once disruption spreads simultaneously across fuel, logistics, infrastructure, digital networks and the workforce. Defence assesses Defence capability. Infrastructure agencies assess infrastructure. Energy providers assess energy systems. But no framework assesses how the broader system performs when those disruptions occur simultaneously.
That challenge has become more consequential as northern Australia assumes a greater role in national defence. The 2026 National Defence Strategy describes a more integrated, resilient and logistically networked posture across northern Australia. Delivering that vision is not principally a question of infrastructure quantity. It is a question of whether systems can perform together under pressure.
One finding from the report stands out. Redundancy is the decisive variable in contested conditions. Systems with alternative pathways, backup capacity and surge mechanisms absorb disruption more effectively and recover more quickly. Where redundancy is absent, localised disruption rapidly becomes systemic failure.
Scenario testing reveals a consistent pattern. High-intensity conflict, cyber disruption, contested supply chains and climate shocks expose different vulnerabilities but produce similar outcomes. Vulnerability rarely emerges through a single catastrophic event. It develops through cascading pressure across interconnected systems. The fastest failures occur where dependencies remain poorly understood and redundancy is weakest.
The report applies a preparedness, resilience and redundancy scorecard across nine interconnected domains: force posture, logistics, fuel security, infrastructure, civil-military integration, industrial capacity, digital systems, allied integration and workforce. Rather than measuring activity, the framework assesses performance under stress. It asks whether systems are ready before disruption occurs, whether they can absorb shocks when disruption begins and whether sufficient alternative capacity exists to prevent local failures from becoming systemic ones.
The report also challenges how investment decisions are made. Expanding ports, runways or fuel storage does not automatically improve preparedness. In many cases the binding constraint lies elsewhere – in workforce availability, fuel distribution, logistics throughput, maintenance capacity or energy resilience. The central investment question is not what increases capacity, but what improves system performance under pressure.
The report’s broader conclusion extends beyond Defence. Northern resilience depends on decisions made across federal portfolios, state and territory governments, infrastructure operators, logistics providers, energy systems and industry. Many of the systems that determine operational endurance sit outside Defence’s direct control, including fuel supply, transport infrastructure, workforce development, energy security and industrial capacity. Preparedness is therefore a whole-of-system challenge rather than a Defence-only responsibility.
The report recommends a structured pilot of the scorecard across a small number of high-priority domains, including fuel and energy security, logistics and sustainment, and workforce resilience. The objective is to test whether the framework improves real investment and preparedness decisions before broader institutional adoption.
Australia’s northern defence posture will not succeed or fail because of a single runway, fuel facility or military base. It will succeed or fail because an interconnected system either continues functioning under pressure or begins to fail faster than decision-makers can respond. The purpose of the scorecard is to understand that distinction and identify where the system is robust, fragile or vulnerable.
