If atomic bombs are to be added as new weapons to the arsenals of a warring world, or to the arsenals of the nations preparing for war, then the time will come when mankind will curse the names of Los Alamos and Hiroshima. The people of this world must unite or they will perish. This war that has ravaged so much of the earth, has written these words. The atomic bomb has spelled them out for all men to understand.
The bomber will always get through… which means that you will have to kill more women and children more effectively than the enemy if you want to save yourselves.
Fear is a very dangerous thing. It is quite true that it may act as a deterrent in people's minds against war, but it is much more likely to act to make them want to increase armaments to protect them against the terrors that they know might be launched against them.
It is far from certain that today's world can successfully replicate the Cold War Soviet-American deterrence by 'mutually assured destruction'—the threat of imposing unacceptable damage on the adversary. That was based essentially on a bipolar world. But when a large and growing number of nuclear adversaries confront multiple perceived threats, the relative restraint of the Cold War will be difficult to sustain. The risk that deterrence will fail and that nuclear weapons will be used increases dramatically.
